CHARTER

Samarkand -2010

In this charter was amended and supplemented by the provisions of "On the procedure for monitoring and rating of student assessment of higher education institutions", approved by the order number 333 of 25 August 2010, the Ministry of Higher and Secondary Special Education of the Republic of Uzbekistan and registered for № 1981-1 of 26 August 2010 the Ministry of Justice of the Republic of Uzbekistan. It is used as a regulatory instrument in the assessment of students' knowledge of the institute.

The Charter was reviewed at the central methodical council of the Institute and recommended for implementation. (Protocol number from September 2010)

CHARTER 
On the order of control and rating of students' knowledge SamAI.

This Charter adopted by the order number 204 of 11 June 2009, the Ministry of Higher and Secondary Special Education of the Republic of Uzbekistan and registered for the number 1981, dated 10 July 2009, the Ministry of Justice of the Republic of Uzbekistan.

According to the order number 333 of 25 August 2010, the Ministry of Higher and Secondary Special Education of the Republic of Uzbekistan this charter was revised to reflect changes and additions made and registered for № 1981-1 26 August 2010 by the Ministry of Justice of the Republic of Uzbekistan.

The above Charter is designed to monitor and ranking university students' knowledge because of the laws "On Education" (Newsletter of the Oliy Majlis RUz.1997 g. Article 9, paragraph 225), "On the national program of training" (Newsletter of the Oliy Majlis of Uzbekistan. Art .11-12, item 295), as well as on the basis of the Decision of the Council of Ministers № 343 dated August 16, 2001 "On approval of state standards in higher education" (Code of Laws of the Republic of Uzbekistan, 2001, №15-16, paragraph 104) .

 

I. Basic rules

1. Control students' knowledge and based on the rating of improving the quality of education, identification of potential competitive staff, quality control of mastering subjects.

2. Main functions of the rating system:

a) Compliance with the requirements of students' knowledge of state standards, testing and analysis of the skills and abilities;

b) To evaluate the main directions of the knowledge and skills of students: 
easy to determine, in accordance with state educational standards, scientism and reliability;

c) Organization and verification of students' knowledge on subjects in accordance with the prescribed period, then their analysis;

d) To develop the desire for independent work of the students, it is necessary to ensure a timely means of information technologies;

d) Objectively and fairly evaluate students' knowledge; timely familiarize the students with the results of the assessments;

e) Provide a comprehensive and systematic training of students;

g) To provide students with computer equipment of the educational process.

3. Realize assess students' knowledge of subjects per semester because of ranking journals and in accordance with specific evaluation criteria.

 

II. Types of control and order them

4.Vidy rating control and test assessments of students' knowledge after discussion and approved by the department head of the table rating control, are reviewed and discussed at each educational methods and the Scientific Council of the Faculty of the university, and for each subject in the curriculum work program.

5. Information on the subject of the league tables, forms control, shape, number of maximum points for each type of control, including, on the passing score for the current and interim control must be announced to students at the first lesson.

6. To ensure the level of knowledge and the level of student performance in subjects’ relevant state educational standards, carry out the following checks:

-  Current control (TC) - method of determining and evaluating the theoretical knowledge of the subject and the practical skills of students. Current control, depending on the characteristics of the object can be carried out on a practical training in the form of oral questioning, testing, interviews, reference works, colloquium, checking homework and other forms;

-  Intermediate control (PC) - a method of identifying and assessing the theoretical knowledge of the subject and the practical skills of students during the semester, the existing curriculum (including a certain portion of those). PC is held twice a semester. The form of the (written, oral tests, etc...) Is assigned depending on the total number of hours on the subject;

-  Final control (IR) - a method of evaluation of theoretical knowledge and practical skills of students on the subject at the end of the semester. The final control is carried out for students, mainly in the form of written work on key concepts and expressions.

7. Process of PCs considered by a commission created by the head of the department regularly, and in violation of his order results of the PC can be canceled. In these cases, the PC is carried out repeatedly.

8. In accordance with the order of the head of the higher educational institutions and the participation of the Commission, established under the leadership of the internal control and monitoring process for the IR systematically studied, and in violation of the order of the meeting, the results of IR can be canceled. In these cases, the IR conducted repeatedly.

9. After the end of the school year because of the outcome of the rating control of students' knowledge students are transferred from one year to the respective order of the head of the university.

 

III. Order knowledge assessment and criterion

10. Progress on the subject is determined by the rating system to control the level of knowledge, skills and qualifications of the students.

11. Po subjects progress students are evaluated on a scale of 100 (Order of the Minister of Higher and Secondary Special Education of the Republic of Uzbekistan "On Amendments to the Charter of the rating system for monitoring and evaluation of students' knowledge in higher educational institutions" from 25.08.2010, the).

12. Types 100 point system is distributed in the institute as follows: IR (JAN) - 30 points, intermediate or Landmark control -40 points, final control - 30 points TC (LS) and PC (OH) - 70 points, based on the characteristics of the object

13. In rating the book student individually assessed course work (project report and graphic work), labor practices. Final state certification in the subjects report on labor practices, and graduate students in research and scientific-pedagogical work. Level of achievement master's thesis also evaluated on a 100-point system.

14.Recommendeduse the following assessment criteria assimilation of the subject by students (hereinafter referred to as examples of criteria):

a) 86-100 points on the level of learning material students must meet the following requirements::

-          The ability to make findings, conclusions and make final decisions;

-          Have creative thinking, the ability to think creatively;

-          Ability to make independent decisions and to think for themselves;

-          The ability to apply this knowledge in practice;

-          The ability to understand the essence of things;

-          Ability to tell and retell the material under study;

-          Ability to represent the essence of the material under study

b) 71-85 points in the level of knowledge of students must meet the following requirements::

-          Ability to think independently

-          The ability to apply this knowledge in practice

-          The ability to understand the essence of things

-          Ability to tell and retell the material under study

-          Ability to represent the essence of the material under study

c) 55-70 points in the level of knowledge of students must meet the following requirements:

-          The ability to understand the essence of things;

-          Ability to tell and retell the material under study;

-          Ability to represent the essence of the material under study

d) From 0 to 54 points level of students' knowledge is evaluated as follows:

-          Does not represent the essence of the subject

-          No knowledge of the subject.

15. On the basis of exemplary criteria in certain subjects appear accurate assessment criteria for current and intermediate control, and then approved by the head of the department and submitted to note students.

16. Special subjects developed evaluation criteria for the final control, based on the above-mentioned examples of evaluation criteria and then they are approved at the scientific and methodological council of the university and brought to the attention of the relevant departments (deans and chairs) of the university.

17. At the same time of the current, intermediate and final control students on the subject to perform independent work stand out from the total number of points allocated to all of the control points.

18. Passage points on the subject of - 55 points. Low pass rate below 55 points in the rating is not put down the book.

Student performance is evaluated according to the performance of independent work assignments for the current, intermediate and final control and scores determined for them.

Rating of the student on the subject is defined as follows:

RB = TC (LS) ∙ W: 100

W - Performance level on the subject (in points).

19. Passage score on the subject is defined as 55% for each control: current, intermediate and final. The student, who collected 55 points or more on the current and interim control allowed to the final control.

20. General points scored by a student on the subject during the semester, is the sum of the scores for each of the types of controls in accordance with established rules.

 

IY. Dates of controls

21. Intermediateand final control are conducted in accordance with the calendar thematic plan, drawn up by the dean based on the rating control table. The final control is carried out in the last two weeks of the semester.

22. Student must pass course work (or project) on the subject before will be calculated overall rating score.

23.Esli student failing to pass on to the intermediate and monitoring, and was not present for a good reason for them, he is given a period of time (2 weeks) for repeating debt to total control and for repeating the procedure in the next follow-up of current and interim controls.

24. If at the end of the semester, the student did not receive passing scores on the subject of the current, intermediate and final control, its performance is considered unsatisfactory (or it is considered academic debtors).

25. If student does not agree with the results of control, he must apply to the dean of the Faculty of a statement within the first day after the announcement of the test results on the subject. In this case, the order of the rector, in accordance with the dean of the faculty, organized by the appeal committee consisting of three (3) or fewer people.

Appeals Commission, having considered the statement of the student must make his decision and conclusion on the same day.

26. Assessment of knowledge, in accordance with the set requirements and deadlines, controlled by the dean of faculty and head of the department, as well as educational and methodical council and the department of internal control and monitoring.

V. Registration of rating results and the procedure of summing up (analysis)


27. At the end of the semester all students received the subjects in all types of control points are recorded in the ranking list.
 In rating the book in the column "Number of lessons" written allotted to each item of teaching hours for academic load in the column "Evaluation on the subject of" exhibiting dialed on the subject of the student's score coming from 100 points. Received a student scores below the rating scale in rating a book not listed.

28. All received for all types of monitoring results are recorded in the group journal and statements and on the same day (if the control is carried out in the form of written work, within two (2) days) are communicated to the students.

29. The results of the final control specified subject teachers and fill in the relevant columns of rating books and records. 
30. Rating system of student shows the level of received knowledge and skills.
 Overall rating of the student in all subjects per semester (course) is determined to score points rating. 
31. General rating of students for each semester is announced at the end of the school year.
 
32. Rating in subjects passed a few semesters, is made the dean's office and recorded in the Diploma Supplement or academic statement.
 
To establish and issue a diploma with honors are taken into account the results of the rating on the total score of each semester, if the subject has been studied for several years.

33. All results of controls students are constantly being made in the computer memory in the departments, the dean's office and in the training part. 
34. Results current, intermediate and final control are constantly discussed and analyzed at faculty meetings, faculty councils and scientific councils of the university and for them to make appropriate decisions.


VI.
 The final rule

35. The Ministry of Higher and Secondary Special Education and the test center at the Cabinet of Ministers will organize inspection and control test ratings and rating points.

36. Conflicts arising from the implementation of the objectives of this Charter will be decided because of the law.

37. This Charter agreed with the State Testing Center under the Cabinet of Ministers, Ministry of Education, Ministry of Health, Ministry of Agriculture and Water Resources, the Ministry of Culture and Sports, the Academy of Arts of Uzbekistan, Communications and Information Agency of Uzbekistan messages, State joint-stock company "Railways Uzbekistan ", State Tax Committee and Navoi Metallurgical Combine.
